Improved versions of Small Continents and Tiny Islands, including an enhanced TerrainGenerator

Small Continents - Decreases the likelihood of mountain clusters and removes the tectonic islands.

Tiny Islands - Increase island size, decreases likelihood of mountain clusters and enables the Resource menu.

TerrainGenerator - Decreases the "width" of the desert latitudes, moves the snow and tundra lines nearer the poles, decreases the width of the equitorial grasslands and expands plains into all the gaps.

Updates AdvancedSetup.lua to handle more than 22 major civs
